Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Significant resources is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from enemy soil, a capability enabled by current data. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every launch shakes the surroundings, rattling buildings. The brief panic quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those full day illustrated Ukraine's vital need on external assistance – a need that neighboring countries are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, Washington does little to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until circumstances change in its benefit.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
